Based on Law No. 04/L-063 on the Railways of the Republic of Kosovo, Article 18 paragraph 3.1; 3.3, Articles 109, 110, 111, European Safety Directive 2004/49/EC and European Interoperability Directive 2008/57/EC, a transport vehicle to be put into service must be granted authorization for entry into service by the body responsible for railway safety, once all structural subsystems of the transport vehicle have been authorized for entry into service following the assessment and verification procedures set out in the technical specifications for interoperability. ARH, specifically the Safety Department, is responsible for granting authorization for putting railway vehicles into service, as well as for controlling technical compatibility between the subsystems of transport vehicles and their safe integration, the technical compatibility of transport vehicles with the network, and technical compatibility with other national rules.
ARH, specifically the Safety Department, on 26.07.2013 received a request from Trainkos to obtain authorization for entry into service following repair for two motor trains and one locomotive, and this authorization-granting process was completed on 12.08.2013; then on 11.10.2013 the Safety Department received a request from Trainkos to obtain authorization for entry into service for two more motor trains and eleven locomotives, which was completed on 05.12.2013, within the legal deadlines and based on the requirements under Law 04/L-063 on the Railways of the Republic of Kosovo, European Safety Directive 2004/49/EC and the Interoperability Directive 2008/57/EC. Furthermore, on 19.11.2013 the Safety Department received a request from Trainkos to obtain authorization for entry into service for nine passenger wagons as well, a process which is currently ongoing.
ARH, specifically the department responsible for railway safety, carries out its duties in an open, non-discriminatory and transparent manner. The department responsible for Railway Safety remains committed to responding promptly to requests and applications from Railway Undertakings, the Infrastructure Manager, or other parties, and to communicating information according to their requests without any delay.
